In 2021, the energy consumption of industrial added value above designated size in Anhui Province will decrease by 5.3% year-on-year, exceeding the expected annual decrease of about 3%, and will continue to contribute to the rapid growth of the province’s industrial economy with a relatively low increase in energy consumption.
1. The implementation of policies and measures
(1) Strengthen industrial energy conservation supervision. Strengthen the supervision and management of energy conservation in industrial enterprises, and promote the implementation of daily energy conservation supervision. Complete the 2021 national industrial special energy-saving supervision task, and supervise 101 enterprises, including 96 special supervision of energy consumption in key industries and 5 special supervision of energy efficiency of data centers.
(2) Provide energy-saving diagnostic services. Carry out industrial energy-saving diagnosis service work in 2021, and carry out energy-saving services into parks and enterprises. Promote the energy efficiency benchmarking of enterprises, and recommend 5 enterprises to be included in the list of energy efficiency “leader” enterprises in key energy-consuming industries in 2021.
(3) Continue to carry out the “Five Hundreds” special action for energy conservation and environmental protection industry. The “2021 “Five Hundreds” Promotion Catalogue was released, covering more than 600 items of excellent energy conservation and environmental protection enterprises, advanced technologies, new products and equipment, key projects, and service agencies. 67 outstanding enterprise projects of 37 million yuan were selected and rewarded. In 2021, the output value of the province’s energy-saving and environmental protection industries will increase by 25.5% year-on-year. 16 companies are recommended to be selected into the list of national environmental protection equipment manufacturing or comprehensive utilization standard companies of renewable resources.
2. Promote industrial restructuring and green and low-carbon transformation
(1) Eliminate outdated production capacity in accordance with laws and regulations. Implement the industrial development and transfer guidance catalogue, strictly implement the production capacity replacement policy, and insist on optimizing the structure and industrial layout in the process of reduction and replacement. In 2021, Anhui Province will eliminate a total of 30,000 tons of backward foundry production capacity, and replace 6 cases of steel (including pig iron for foundry) and cement production capacity.
(2) Accelerate and improve the construction of green manufacturing system. Vigorously promote green manufacturing to facilitate high-quality and low-carbon transformation and development. Organized the evaluation of 60 green factories in Anhui Province in 2021, and completed the review of the second batch of provincial green factories. The organization recommended the national green manufacturing demonstration list, adding 22 national green factories, 105 green design products, 3 green parks, and 7 green supply chain demonstration enterprises. Recommend 5 enterprises to be approved as the third batch of green design demonstration enterprises for industrial products.
3. Energy saving and carbon reduction in key areas
Implement the work requirements of the National Development and Reform Commission and other departments “Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas” and “Energy Efficiency Benchmark Level and Benchmark Level in Key Areas of High Energy-consuming Industries (2021 Edition)”, and carry out energy efficiency verification in key areas Work. Start to promote the formulation and research of the province’s industrial carbon peaking plan, and implement the requirements for energy conservation and carbon reduction in relevant industrial key areas.
4. Recommend and promote industrial energy-saving and environmental protection technologies
Held the 10th “Four New” of Industrial Energy Conservation and Environmental Protection in the whole province—New Technology, New Products, New Equipment and New Materials Promotion Conference, and promoted 90 energy conservation and environmental protection enterprises inside and outside the province around energy conservation, efficiency improvement, clean cycle, pollution reduction and carbon reduction, and green services. Hold a special promotion meeting for energy efficiency improvement of transformers, build a communication platform for energy-saving and emission-reduction technology and equipment products and key energy-using enterprises, and promote the promotion and application of energy-saving technology products. A number of technical products are recommended to apply for the 2021 National Industrial and Communication Industry Energy-Saving Technology and Equipment Product Catalogue, and 17 models of products from 4 companies have been selected into the “Energy Efficiency Star” Product Catalog (2021).
5. Resolutely curb the blind development of “two high” projects
In accordance with the work requirements of resolutely curbing the blind development of “two highs” projects, carry out special energy conservation supervision of the iron and steel industry in the province, and carry out monitoring of energy consumption and energy efficiency compliance of “two highs” projects. Implement the guidance catalogue for industrial development and transfer, promote mergers and reorganizations and replacement of production capacity, and continue to consolidate the achievements of steel production capacity reduction.
