On May 27, the Municipal Government Office issued the “Action Plan for Accelerating the Construction of a Child-Friendly City in Zibo City during the “14th Five-Year Plan” Period” to accelerate the construction of Zibo’s child-friendly city in the context of high-quality people’s livelihood and common prosperity.
Based on the perspective of children, the Action Plan focuses on five friendly requirements of “social policy”, “public service”, “rights protection”, “growth space” and “development environment”, and comprehensively guarantees children’s rights to survival, development, protection and participation. In 2025, the pilot projects of child-friendly construction will be combined, and the construction of child-friendly cities will become an important content and orientation of the city’s high-quality development. Looking forward to 2035, it will be built into a national model city of child-friendliness.
Create a child-friendly city “Zibo Path”
Zibo’s efforts to build a “child-friendly city” have its own practical considerations. By the end of 2021, there were 859,000 minors under the age of 18 in our city, accounting for 18.3% of the total population. In the process of rapid urbanization, the people’s needs for a better life in terms of “education for the young”, “excellent education for learning”, and “support for the weak” are increasing.
In order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council on the priority development of children, our city has decided to carry out the construction of a child-friendly city, and has successively included this work into the “14th Five-Year Plan for Zibo’s National Economic and Social Development and The 2035 Vision Outline, Zibo City’s 14th Five-Year Plan for Child Development, and the city’s 13th Party Congress work report will be promoted as the city’s 2022 “9+1” key work projects.
In January 2022, with the approval of the municipal government, the Municipal Development and Reform Commission and the Office of the Municipal Women and Children’s Working Committee jointly submitted the application materials for the city’s efforts to create a national child-friendly city pilot project. On March 30, with the consent of the municipal government, a leading group for the construction of a child-friendly city in Zibo was established to specifically promote the construction of a child-friendly city.
On the afternoon of June 16, the city’s child-friendly city construction mobilization meeting pointed out that the development of child-friendly city construction is the proper meaning of the city’s construction of high-quality people’s livelihood and the creation of a leading city for common prosperity in the whole region. The only way is to stimulate the vitality of economic development and accelerate the transformation and upgrading of the industry.

Five friendly constructions are fully promoted
How should a “child friendly city” be built?
Build a child-friendly city, and systematically complete the policy system to improve quality and strength.
The Municipal Development and Reform Commission has included “child care services” and other contents in the “Zibo City Basic Public Service Standards (2021 Edition)” to ensure that all children should enjoy basic public services.
The municipal housing and construction department has continuously improved the level of public space design, promoted the integration of child-friendly concepts into urban construction and the renovation of old communities, integrated fragmented green spaces, and rationally transformed “grey spaces” with green spaces. In 2021, more than 30 street gardens will be built or renovated in our city, and 120 groups of sports equipment, children’s play, and intelligent interactive facilities will be arranged.
The Municipal Women’s Federation and the Office of the Municipal Women and Children Working Committee, together with the Health and Health Committee, launched a series of activities for the Children’s Health Service Month and the Infant Care Service Policy Promotion Month to improve the supply of child-friendly public services.
Walking into Fuyuan, Qiyue International, Century Garden, Tianyue and other communities in Zhangdian District, you can find more and more “child-friendly” elements: theme activity area for children of all ages, school at 4:30, community children Activity positions, urban study rooms… Rich children’s activities to cultivate children’s good daily behavior.
The new vision of sister cities has gradually unfolded
In the Shaohai Sub-district Office of Huantai County, there are more than 80 “pocket parks” and children’s playgrounds everywhere. The Dongyue International Community in the jurisdiction has also formed a “Firefly Volunteer Service Team” of 300 people.
“We let children participate in volunteer service activities, and community work has become much smoother.” According to Yang Siya, director of the post-90s neighborhood committee of Dongyue International Community in Huantai County, the community is constantly improving infrastructure from the perspective of children. At the same time, a variety of children’s activities will be carried out to guide community residents to participate in child-friendly construction, so that the beautiful vision of “child-friendly, everyone-friendly” will take root.
The reporter learned from the city’s child-friendly city construction mobilization meeting that this year, the city will also strengthen the pilot drive – the Municipal Health Commission will take the lead in carrying out the pilot child-friendly hospital; the Municipal Public Security Bureau will take the lead in carrying out the pilot of the children’s safe travel system; the city education The bureau will lead the pilot project of child-friendly schools; the Municipal Bureau of Culture and Tourism will carry out pilot child-friendly reading spaces in the municipal library and some urban study rooms…
