On the 17th, the Taiyuan Municipal Bureau of Ecology and Environment announced the quality of the ecological environment in 2021.
The data shows that in 2021, the number of good days in Taiyuan urban area will be 224 days, an increase of 1 day year-on-year, and the good and good rate is 61.4%; the number of days with heavy pollution will be 12 days, a year-on-year decrease of 3 days. The comprehensive pollution index of ambient air quality in the urban area of Taiyuan was 5.24, a year-on-year decrease of 11.3%, and the improvement rate ranked 32nd among 168 key cities in the country.
Hou Xiaojiang, a member of the party group and second-level investigator of the Taiyuan Ecological Environment Bureau, introduced that in 2021, there will be 6 national assessment sections for surface water in Taiyuan. The water quality rate of Taiyuan’s surface water national test section reached 66.67%, and the proportion of water bodies inferior to Class V was 0%, meeting the assessment requirements of Shanxi Province.
Cui Liying, chief of the water ecological environment section of Taiyuan Ecological Environment Bureau, said that on the basis of the first time that Hanwu Village in Taiyuan’s surface water exit section reached the standard for the first time in 2020, Taiyuan has undergone the expansion and transformation of sewage treatment plants and the transformation of rain and sewage diversion of the pipeline network. A series of measures, such as sewage outlet renovation and rural sewage treatment, have further consolidated and improved the quality of surface water environment. Among them, the average water quality of the section of Taiyuan Fen River exiting Hanwu Village in 2021 is Class IV, and the ammonia nitrogen is reduced by 38.31% compared with the same period in 2020.
In the face of the aforementioned air quality, how does Taiyuan ensure that it moves forward? Yang Jisheng, chief of the Atmospheric Environment Section of the Taiyuan Municipal Bureau of Ecology and Environment, said that this year, Taiyuan will carry out a comprehensive attack in six aspects: “governance of enterprises, coal reduction, dust reduction, vehicle control, capacity, and emergency response”.
In terms of corporate governance, Taiyuan will formulate a relocation plan to gradually move heavily polluting enterprises such as Datang Taiyuan No. 2 Thermal Power Plant out of the main urban area, complete the upgrading and transformation of 4 foundry enterprises, and complete the ultra-low emission transformation of 6 cement enterprises; Comprehensive treatment of VOCs, focusing on chemical, coking, rubber, carbon black, surface coating, packaging and printing, oil storage (7), gas station (243), auto repair and other industries, 437 VOCs Industrial enterprises implement classified governance to plug loopholes.
In terms of coal reduction, Taiyuan will continue to promote the clean heating renovation of more than 20,000 rural households in rural areas in 2022, and the coverage rate of clean heating renovation in rural areas will reach more than 96%. Those who do not have the conditions for transformation will implement clean coal substitution, strictly implement the management and control requirements of “no-coal areas”, and prevent the re-burning of scattered coal.
In terms of vehicle control, Taiyuan will speed up the construction of 2 special railway lines, strengthen the management and control of more than 20,000 non-road mobile machinery, accelerate the elimination of old vehicles, carry out sampling inspections of vehicle oil and urea, and carry out more than 4,000 National VI gas vehicles in the city. Inspection of disposal devices to complete the elimination task of medium and heavy diesel trucks issued by Shanxi Province.
In terms of emergency response, Taiyuan will implement the “one factory, one policy” for more than 1,300 emergency emission reduction enterprises and more than 200 industrial source whitelists, carry out enterprise ratings, implement hierarchical management and control, and resolutely put an end to “one size fits all”.
