Reporter: Improving the quality of agricultural products through standardization is an important way to protect the legitimate rights and interests of consumers. In 2021, what achievements have we achieved in standardization construction? Wang Yuanrong: In 2021, we will actively promote the formulation and revision of provincial agricultural local standards, and set up 29 new projects. Focusing on the “special” and “excellent” strategies, we will focus on the quality control of characteristic agricultural products, etc., and use well-known universities outside the province to promote the cooperation between the province and the school. 23 universities outside the province, including China Agricultural University, participated in the establishment of 35 projects. A plenary meeting of the Agricultural Standards Committee was held, and 61 technical review standards were organized. All the newly released standards required the standard-making units to provide clear papers and promotion plans. Organize Shanxi Agricultural University and other units to participate in the formulation and revision of 18 industry standards including the “Operational Regulations for Green Food Spring Mung Bean Production in Northern Regions”, lead the formulation of 2 national standards, participate in 13 items, and participate in the formulation of 2 international standards.
At the same time, strengthen the construction of standard system. Publish the standard system of edible fungi in Shanxi Province, initially establish the standard system of sorghum and organic dry farming standard system, study the standard system of Shanxi medicinal tea, the standard system of daylily industry, and the standard system of functional food, serve the strategy of “special” and “excellent”, and promote the first production high-quality development. Strengthen the popularization of standard knowledge. Hold standardized knowledge training, and set up standardized knowledge courses in the province’s agricultural product quality and safety assessment, high-quality farmers, and new business entities responsible for other training courses. Strengthen the standardization pilot construction. Approved to create 7 national standardization demonstration bases for corn, mushrooms, rapeseed, grapes, cherries and beef cattle. The national sorghum industry chain standardization pilot was led by Shanxi, and more than 10 enterprises explored the construction of standardization complexes, built corn and sorghum standardization demonstration sites, held on-site promotion meetings for the whole industry chain standardization, and solidly promoted the modern agriculture industry chain standardization pilot. It has jointly checked and accepted 36 projects in the standardization demonstration zone of organic dry farming with the Provincial Market Supervision Bureau, and jointly built 18 demonstration zones and pilot projects of agricultural standardization at the provincial level. The number and area of national organic agricultural product bases and national standardized production bases for green food raw materials in our province increased by 27% and 8% year-on-year.
Reporter: In terms of helping the province’s brand breakthrough, what work have we done and what results have we achieved? Wang Yuanrong: In 2021, there will be 522 newly certified green organic agricultural products and 281 production enterprises in the province, covering an area of 1.562 million mu. It has successfully established 3 national green and organic standardization bases, and cultivated 47 pilot units of the national agricultural product quality control technology system (CAQS-GAP), ranking seventh in the country. The 7th Agricultural Expo released 100 excellent agricultural product brands of Jinzihao. More than 2,600 volumes of materials such as “Green and High-Quality Agricultural Products Training Handouts” have been compiled and printed, and 25 online and offline training sessions have been carried out. More than 2,000 people have participated in the training, and 540 people have obtained the green food internal inspector certificate issued by the Ministry of Health. Carry out green publicity, and hold the launching ceremony of “Spring Breeze, Green Food with You – Shanxi Green Food Publicity Month” in the ancient city of Xinzhou.
Strongly cultivate landmark agricultural products. There are 175 registered and protected geographical indications of agricultural products in our province, ranking fourth in the country. Vigorously implement the geographical indication agricultural product protection project, strengthen the excavation of traditional farming culture, tell the historical stories of landmarks, cultivate a number of regional characteristic product brands of “local brand name” and “township brand name”, and create a national agricultural product geographical indication model (Lan County Potato ), included in the first batch of EU bilateral mutual recognition list products (Jixian apple).
Strongly carry out “Shenzhen products” identification. Arranged 22.5 million yuan in funding to promote the creation of “Zhenpin”. “Zhenpin” has newly certified 56 products from 34 companies, and the province’s total has reached 106 products from 63 companies. It is the largest province in the country except Guangdong Province. Our province’s Zhenpin sold 15,600 tons in Shenzhen, a year-on-year increase of 117%; sales were 200 million yuan, a year-on-year increase of 100%; 607 sales points were established in Shenzhen, an increase of 58%. In 2021, the State Council’s Supervision Circular praised our province’s typical practice of building premium agricultural product brands, which effectively promoted the all-round high-quality development of agriculture and rural areas.
Reporter: What governance measures have been taken to ensure the quality and safety of edible agricultural products? Wang Yuanrong: We, together with the Provincial Market Supervision Administration and other seven departments, carried out a three-year campaign of “governing illegal bans, controlling drug residues, and promoting improvement” of edible agricultural products, focusing on 11 key varieties and establishing 102,547 main catalogs of large-scale production. Intensified supervision and spot checks on markets and production bases, carried out special supervision and spot checks on key products such as cowpeas, leeks, eggs, etc., and over 102,738 batches of samples were supervised, spot checks, unannounced inspections and risk monitoring samples across the province, and 65,009 batches of quick-test samples for pesticides and veterinary drugs were banned and restricted. , 66942 batches of routine pesticide and veterinary drug samples. The province has dispatched more than 90,000 supervision and law enforcement personnel, more than 50,000 inspection entities, investigated and handled 214 cases of agricultural product quality and safety, and transferred 7 judicial cases.
Carry out special rectification actions for “clenbuterol”. Focusing on key links, comprehensively carry out “three investigations and one dozen” special rectifications with the main content of investigating breeding, purchasing and trafficking, slaughtering, and cracking down on illegal additives such as “clenbuterol”. There were 5 training courses, more than 350 people were trained, more than 57,700 publicity materials were distributed, 2,000 people were dispatched, and 105,362 beef, beef and sheep farms (households) and 134 slaughtering enterprises were inspected.
Carry out the “Hundred Days Action” for food safety. The province dispatched more than 32,000 supervision and law enforcement personnel, inspected more than 22,000 production and operation entities, found 83 problems, 16 on-site rectifications, 48 rectified within a time limit, 80 administrative law enforcement cases were investigated and handled, and 3 judicial cases were transferred. Violently cracked down on violations of laws and regulations in the production of agricultural products.
Carry out anti-counterfeiting actions in agricultural materials. Formulate the “2021 Provincial Implementation Plan for the Special Action for Fighting Counterfeit Agricultural Materials” to clarify work priorities, promotion measures, and goals and tasks. Organized and carried out the publicity week activities for the safe agricultural materials to go to the countryside and villages, dispatched 7,589 law enforcement and scientific and technological personnel, distributed 285,000 copies of various publicity materials, held 209 on-site consultation and training sessions, received 67,000 consultations, and received 62 complaints and reports. 236,000 kilograms and 7,400 pieces of agricultural products were exhibited and sold. A team of 1,036 experts has been established to go deep into more than 50,000 subjects (households) in more than 2,400 villages in more than 700 towns and villages in 115 counties to guide agricultural production, use agricultural materials scientifically and rationally, and publicize the knowledge of identifying fakes. Establish a working mechanism of close cooperation with the Provincial Public Security Department and other departments, hold symposiums, exchange information on counterfeiting and transfer cases of agricultural materials in a timely manner. A total of 870 cases were filed against counterfeiting agricultural materials in the province, 649 cases were closed, and 6 cases were transferred to judicial organs.
