Recently, the Municipal Public Security Bureau, focusing on the main line of building a loyal, clean and responsible public security iron army, has introduced six measures to further optimize the political ecology of the city’s public security team, further improve the disciplinary style, further enhance the quality and ability, and further enhance the credibility of law enforcement and justice. The whole team has a new look.
The six measures include: 1. Strengthening education and guidance. The city’s public security organs should carry out the “Six Regulations” of the Ministry of Public Security and the “Seven Prohibitions” special learning activities of the Public Security Department, and organize the knowledge assessment and examination of discipline, style, rules and regulations covering all employees, so as to ensure that they can learn thoroughly and enter the mind; 2. The city’s public security organs carry out alcohol tests covering all employees, and conduct random inspections from time to time; 3. Expand reporting channels. Through the 12389 telephone, the “24-hour police station” and other existing channels and platforms, it is necessary to widely receive the masses’ reports on the illegal banquets and alcohol-related problems of the auxiliary police, and form a strong deterrent with an all-round supervision pattern; IV. rectification. It is necessary to organize special warning education conferences, use cases to warn, use cases to explain laws, and use cases to clarify discipline; fifth, increase assessment and evaluation. Closely combined with the upcoming “2022 Municipal Public Security Organs Assessment Rules”, the illegal banquet drinking situation is regarded as an important assessment and evaluation content for evaluation and scoring, and the party organizations of the city’s public security organs, especially the “top leaders”, will be resolutely shoulder the responsibility of the first responsible person. The illegal banquets and drinking are included in the management of the party member’s point system. At the same time, if the individual civilian auxiliary police is found to be involved in alcohol-related violations of disciplines, he or she shall not be evaluated for merit or promotion within the year. The branch is not allowed to select the advanced party organization and the strongest party branch, and the disqualification of the strongest party branch has been assessed; 6. Severe punishment and accountability. The police supervision departments and discipline inspection departments of the city’s public security organs at all levels will be held accountable in accordance with regulations and disciplines according to the circumstances and management authority of illegal banquets and drinking. Disciplinary inspection departments take the initiative to play their supervisory functions, especially for Party members and civilian auxiliary police officers who violate regulations and disciplines during major security tasks, important work nodes, and anti-epidemic work, adhere to the “three investigations in one case”, resolutely and severely hold them accountable, and investigate and punish them swiftly and severely.
